The belt from end to end is the exact waist size of the shorts. So if you need to use a belt order a few sizes up from your waist size or the belt is useless.
That shouldn’t be the case. Please reach out to Woot! Customer Service. To speed things up, let them know if you prefer a return/refund or a replacement (if possible).
