Nope. Well, just under 1.0 GHz; base speed of 800Mhz with a burst speed up to 3.6GHz
Of course, it’s not just clock speed; the underlying architecture matters more. From years decades of experience, clock speed comparisons are kind of like comparing cars solely based on engine displacement with zero regards to everything else.
In any case, both the N150 and N200 perform along the realms of a 4th to 6th gen desktop i5 but at a much lower TDP.

I own the above referenced GMKtec G3 Plus Nuc Box with the N150 and it performs perfectly well during normal browsing, email and running MS Office applications while running Windows 11 Pro. Best of all, I paid less than $150. I currently have it attached to a smartTV, but for the average consumer it could easily replace a non-compliant desktop.
I also have an old 4th gen i7 desktop running Windows 10 Home and it too still performs perfectly well for my use. Although I did recently upgrade to a 12th gen i7 desktop. I have them connected to shared peripherals via a KVM switch.
My older boxes are running Mint or MX nowadays. BIOS modding the Haswell HP G1 desktop minis to boot straight to a NVMe drive helped make them speedier too. They have a 2280 slot under the CPU heat sink. PCI-E 2.0 x4 is still a lot faster than SATA.

Does windows 11 work with 4GB of memory? When my laptop had 8 it struggled to run task master and a web browser at the same time.
4GB is the official bare minimum requirements for all versions of Windows 11 in the least resource demanding situations.
Most sources recommend 8GB or even 16GB if one intends to do multitasking or run more demanding applications. With 32GB or more if one engages in gaming, video work, or other resource intensive activities.
Of course, these are always subject to the limitations of the CPU and the specific device.
