Well, after a bit of googling with little luck, I think it’s an ADA thing to protect knees in wheel chairs from ramming into the hard pipe under a sink.

I believe you’re correct. I’ve seen similar wrappings in public restrooms. I always thought it was to hide the nasty/rusty pipes.
