Warning picky technical question follows:
So….Can these truly be called PD chargers if their only output mode is 5V, even if that 5V comes at up to 2.4A? How are they different from an old non-PD charger that provides 5V at more than 1A?

That’s true, but PD requires the charger, cable, and device to communicate with each other. Otherwise, the device just takes whatever it considers the normal current to be at 5V.
