I’m thinking it’s a timer for a large bldg.
I operated a simpler one before, it timed the parking lot lights outside a govt. building.
This one appears to also adjust the on/off time with the change of seasons.
Ability to use 277v makes it a good option for commercial bldg use. Most all exterior poles lights I’ve worked with were 277.
