It’s referencing Blues Clues (kids show in Nickeloden) if I am reading into it correctly…
The host often has shirts like this and Blue is a big (blue) dog.

@HalfWheat: On the show, “Steve” (the guy in green) would find different items to solve little mysteries. On each of the clues, there would be a blue pawprint from Blue (the dog).
