Uh, i-3? … I think you might not be aware that this 11th generation i-3 is faster than a 7th generation i-7 … The processor is not a piece of garbage … This is an up to day machine running windows 11 … I think you might be comparing apples to oranges … This is not a bad machine for the price …
The i3 may be okay but 4 GB of RAM is obselete. Opening chrome with a bunch of tabs will max you out pretty quickly.
8 GB is the new minimum for RAM.
