It seems like all the buyer of these devices are in Oregon? I wouldn’t be surprised if these are resellers who then post them for sale on EBay.

If it makes you feel better, according to the sales map, this listing had buyers in California, NY, Maryland, & Delaware. 
Yeah I noticed that too when I was trying to get my hands on a papetwhite and kept missing out. Had the same thought
