In all those pictures they couldn’t show the 2nd ac outlet. As far as I’m concerned it is a 4-in-1 device.
Sometimes it’s worth clicking on the Amazon reviews for more pictures. There you can see the second ac plug is on the back and this thing has a 5-foot cord wrapped around it.
They show the back side on the 2nd picture, the other outlet is there
They show the main power cord that wraps around the charger as being 3 feet long

There is no need for AC outlets.
Of course there is. You plug this into the wall to bring it closer to whatever you want to power, then you use the USB ports for your phone, tablet, etc., and then the AC sockets are for anything that doesn’t use USB-PD. This could be a gaming laptop with a non-PD PSU, or any non-computing device.
