iOS 10 which can not be updated. IOS 15 is latest version being used.

Your information is not correct. I own one; it runs iOS 15 just fine, and will even be supported by upcoming iOS 16.

I wouldn’t count on it receiving anything after iOS 16, though. The iPhone 6S, which was released in late 2015, will not be getting the update. So I’d assume an iPad released in 2016 will get iOS 16, but nothing beyond that.
Though I’d assume for 3/4 of the market, it would be inconsequential.
