Is this a Latching, or Momentary switch ?

It’s a rocker switch, so whichever of those you said it is.
Both switch types can be a rocker switch. Momentary just means that when you press one side of the switch, it will connect your circuit briefly, and return to the neutral position, disconnecting the circuit when you release the switch. A Latching switch simply clicks to the position you pressed, staying there as a closed circuit.
I’m gonna guess latching then. Can you look it up on the web using the spec information?
