No special balance bike needed! Buy a little kid’s bike at the local store. Don’t put the training wheels on. Don’t put the pedals on. Let your kid sit on the bike with her/his feed on the ground. Let her push her feet off the ground as she’s comfortable. And glide. Watch her push. And glide. She’ll probably alternate feet at first so one is always on or close to the ground. She will learn to balance. She might ride like this for quite a while. Then put the pedals back on (never the training wheels). She’ll practice and get used to the pedals. That transition takes very little time. Voila! Your child can ride a bike.
