Eye-Fi Wireless Memory Cards

do you need a wi fi camera to be able to use one of these cards? or it built into the card?

From what I could find on the Eye Website:
http://support.eye.fi/cards/media/file-upload-types/

It appears that it ONLY accepts those particular files.
