“Fully unlocked” is a complete and total LIE.
Verizon phones have unlockable bootloaders (the bootloader on Pixels bought from Google can be unlocked), so users are unable to load the version of firmware they desire.
The phones are not locked to a carrier (“SIM locked”), so the best that can be claimed is that these are “partially unlocked.”
