I’m not certain about a few of them, but I’m going to go out on a limb and identify each of the costumes (starting top left):
1st Doctor, Second Doctor, Third Doctor, Fourth Doctor, Fifth Doctor, Sixth Doctor, Seventh Doctor, Eighth Doctor, Ninth Doctor, Tenth Doctor, Eleventh Doctor, Twelfth Doctor.
