Looks like those are the specs for this laptop. Has 8 or 16 GB RAM soldered, plus 1 DIMM slot that may or may not be populated, but starting with 16 GB you’re probably good to go out of the box.
You’d have to assume it comes with the worst display (250 nit, etc.), non-touch, non-backlit keyboard, but sometimes you get lucky on Woot and get something with better specs than listed.
