Description sounds like high tech “swamp coolers” to me. We had something similar in the 60s… Just a fan with a water reservoir for evaporative cooling.

Blinq says it has 36.4 watt power consumption and woot says 24.6 - How do you find out for sure???
I wish that Woot was selling that floor lamp instead of this piece of crap.
