Yesterday, AMD announced the RX 6800 ($579) which outperforms the RTX 2080ti. New.A DIY would deliver more bang for the buck. and possibly add a screen, more mem, maybe more cpu.
The $499 RTX 3070 performs on par with the 2080Ti also. Now whether one can get one is another story; lots of demand, not enough supply.
