My purchases were never delivered what can I do?

I purchased two dewalt tools for my son for Christmas. I received a tracking email from UPS for both. A week before they were scheduled to arrive I received two emails that said they were delivered only they weren’t. When I checked the tracking information there were no pictures on either one. I checked with my neighbors to see if it was misdelivered. No one had received them. I checked my Ring doorbell and my Blink security cameras. No had been on my property those days and my wife and had been home and we didn’t see or hear anyone. I filled complaints with both UPS and Woot. UPS says they can’t do anything till they receive information from Woot about what was in the package. Woot is ghosting me. I received an email from them, but have heard nothing since. I have reached several times but have heard nothing
