At first I thought it was Prince Charmont from Ella Enchanted (dunno why that immediately popped in my head) but as soon as I looked at the costume it is very obviously Prince Charming! Love it!
Charmander is a Pokemon character (fire-type). The shirt is a play on words of Prince Charming.
