Can this be used just for wifi? One of the Amazon reviews says it couldn’t even be set up without a SIM card.

Yes, it works without a SIM. Though Samsung’s registration process was off putting. It forces you to register and download bloatware that you need to check online if safe to remove. If you do not, it does slow down the tablet unacceptably. It is decent if you de-bloat. The 8GB ROM | 128 GB Ram version is faster. But if all you want to do is surf and watch videos the 4 GB | 64 GB is OK.

Just got mine today (1/6) and had to google how to setup without a sim. You need a special process to bypass the sim lock. Hold down the volume down button until a message pops up (and disappears quickly). Hit the start icon and it will begin the setup process.
