What’s the difference between refurbished and recertified?

Not a good buy at all, IMHO.

For just $250 more, you can get a brand new HP system with a touch screen, bigger hard drive (500gb), wireless mouse and keyboard, card reader, and faster processor (not to mention new, with full warranty and a better return policy, lol).
