Considering how cold the water must be, I doubt the man (thing?) fishing would notice if the fish just took his feet - thus the donuts must be a diversionary tactic!

The manthing is a homeotherm, unlike the poikilothermic fish, so his feet are probably in intense pain as his blood tries to keep them warm. It is a losing battle for his feet, but the heart will keep pushing the blood out there anyway.
