In many states they are; anything that covers or obstructs a license plate. Even clear ones. These types of items often carry disclaimers. You’ll notice the word “novelty” in the description of this item.
Buyer beware. Check your state’s regulations.
Just checked New Hampshire it is illegal to have on your car., as a 2021 bill (HB496) made it illegal to attach any colored, smoked, or tinted covering to a license plate, effective January 1, 2022. Violators are guilty of a violation and face a $150 fine. You must use a clear cover that does not prevent the plate’s numbers from being read.

I’m sure these are illegal in Texas, but if you can fog a mirror you can buy a gun!
