I’ve bought these from Woot in the past and they are adequate at best. Of the 16 I purchased 1 was dead on arrival (I actually only needed 15 so no harm), but less than a year later and 2 more have died. The ones still chugging along are just as good as day one and the soft white light is just what I wanted (accent light that doesn’t attract bugs). They are worth $2 each, no more.
Have you tried changing out the batteries?
I ordered these last week and they arrived today. I pulled the battery tab and set them out in the Sun and I’m looking at them glowing out on my deck right now. So far so good.
A few things though.
First, I bought 16 just last week for a better deal price than what is being offered here.
Second, there is no way I would put these out where they would be stepped on. The housing is made from a medium duty flexible plastic but the solar panel on top has no protection of any sort to save it from damage. If it was stepped on multiple times it would shatter in no time flat.
Third, I plan on sealing the edges of the solar panel with a clear, outdoor grade silicone. The edges of the glass panel are open right now and exposure to water and that water freezing inside the panel assembly is going to cut the life span.
I plan to… But life. 
Bought these here a while bak, so far so good. Agree with u about putting n direct path of getting stepped on. We placed ours on the sides 2 avoid just that. And great idea about sealing. Didnt know they were not properly set and sealed, thx!
The lights on these are so weak. They are more decorative than useful for lighting.
Have you let them charge up in full sun for a couple days? Sometimes it takes a few cycles before they really shine.

I find them most useful for marking the edge of the stair railing so it helps guide your hand
