If I were to conjecture it’s because it is specifically produced to go in connection with alcohol consumption. I believe it’s the same with smoking products. They aren’t actually tobacco but require purchasers to be 21.
I don’t particularly agree with the logic behind it but I also understand that the end goal is to make sure the consumer isn’t a minor.
