Can you place and receive phone calls with this without having an iPhone?
No.
A cellular iPad cant make calls on its own. The cellular portion of iPads is for data transmission only, not for phone calls.

You can text & also receive texts from another iPad or iPhone.

As others stated, you cannot make cellular calls, but you CAN make facetime audio/video calls.
