The single propane unit says “Burner can burn up to 200,000 BTU”; however, what is the lowest it can go without risk of going out? I’m considering this to replace the bottom of a smoker, so lowest is more important to me.

Look at the reviews, search “low temp” in the reviews section. Several people claim it can go very low.
This burner can go pretty low to a simmer at the lowest setting with the air intake valve adjusted just right. Please take a look at our deluxe version of this burner (video below). They share the same burner head and you can see the flame adjustment levels at approximately the 0.50 marker
