So this camera doesn’t require a paid 4G service. Does it find a service and transmit for free?

I don’t understand all of it but I did find the manual.

I think you can use Verizon or AT&T (SIM is included) or the Covert wireless system. See page 5.

Update: From our vendor: “You can use the camera as a regular trail cam but it won’t send images to the phone without the cellular network. You will need AT&T or Verizon to send pictures or if not you will have to use the SD card if they don’t want it on their regular network.”
