I don’t speak for Woot!, but, in light of the holiday weekend, here’s a response that @ThunderThighs gave when this issue was raised in the past.

Merchandise labeled as both Open Box and Refurbished

Hi there. They’re both. Open box isn’t always new. Those items were originally sold as “Refurbished”. They were returned, checked, and now sold as “Open Box, Refurbished”.
