How can you be selling a Windows 10 Pro system here in September when it goes out of service in October?
The Intel 11th Gen Core i7-1185G7 processor and the existing Windows 10 Pro OS makes it eligible for a free upgrade to Windows 11 Pro.
Apparently, the applicable reseller/refurbisher didn’t already do this, but the purchaser can do so very easily.
Or that some refurbishers image what was original to the system. Dell Refurbished tends to do that; if it came with 10, it’s getting resold with 10. That was a big plus about a decade back, as most of the refurbs had W8 installed. I’m not sure if anyone liked W8 on a desktop. I would have just reinstalled the OS myself, but I wasn’t in charge back then.
(Why the original lessee opted for a 4 year Pro Support only to turn them back in before 3, I don’t know. The refurbs we bought still had over a year of the first warranty left. Didn’t need it, though.)
In the case of these Precision, they are targeted to engineering and design firms, and they know their customer base can be very resistant to change. I recall seeing Dell selling NEW workstations with Windows 7 in 2016. W10 was out already.
