I’m sure the tech savvy PC guru’s here can decide which is better, 9th gen i5 vs 8th i7 with the same graphics, RAM and SSD size.
Definitely 8th gen i7, just because the cores are hyper threaded and the base and turbo clocks are higher
Surprisingly, both computers have the same number of CPU cores, but only the Dell computer supports hyper-threading. The extra threads in the Core i7-8700 might be of interest to people running virtualization software.

The Dell 8th gen uses the full fledged 65W CPU whereas this HP 9th gen uses the cooler running but slower 35W CPU.

So long as it’s in your budget, the Dell with the 8700 is the better performer here.

Yup the mini/micro form factors go for those low power low heat CPUs.
They’re essentially the same PC. Save yourself $70 and get the HP with the 512GB drive.
Not really, though. Hyper threaded cores on the i7 along with higher base clocks and turbos make it a considerably better CPU. We’re talking 30-40% better. It just takes more power & cooling to operate the i7.
Also the i7-8700 is a base model while the i5-9600T is the low tdp models with slower performance (the T at the end denotes that)
And passmark CPU scores are just over 8,000 for the HP and 12,000 for the Dell. Easy choice when all else is equal.
Which are better Elitedesk or Prodesk?
I got two G4 Elitedesk during the pandemic for work from home and going strong 
so far no issues. I upgraded adding 2 16GB RAM and added one 2TB SSD works like charm
