We bought something similar, only with a flip up lid. No cat used it indoors or out.
However, it made a great place to house our router, power strip and Ooma phone device and cables. Not a single cat would go inside and mess with the contents.

I got the one just like this with the heating pad and my cats LOVE it. Thinking about getting another but really like the heated pad

I have this one outside. I sprayed it with scotchguard twice and lined the bottom with two layers of reflectix insulation then straw. It sits on two concrete patio blocks to keep it off the ground. There’s always a stray cat in it.
