lol who needs this keyboard without a receiver
Someone who already has a Logitech Unifying receiver? They can pair up to 6 devices.

The missing Unifying receiver is $15, so this deal is worthless.
I bought one of these from Amazon some time in 2016. They were great keyboards for HTPCs… but I don’t use it for that any more.
It is odd that this one is new, but doesn’t have the dongle included. With the $3 off coupon on this, and the receivers being on sale for $12.99, it’s really not much less than the $26.99 price for the K400p on Amazon today, but you do save $2. You can also find the receivers on Ebay for pretty cheap… around $99 $0.99 on up to $10. Even found a guy in Ohio selling a 41 pack of used ones (tested working) for $4.25 + $4.19 shipping… so there’s that too.
Anyway, if anyone really wants this keyboard, but doesn’t already have a receiver… I can probably send you one. I have a handful from older keyboard/mouse sets used here at the office that wore out.
These K400 keyboards use the older receivers (Unifying), and Logitech decided to change the receivers (Non-Unifying) on the “cheaper” keyboard/mouse sets in recent years to a dongle that won’t work with the older stuff, and only works with 2 devices (but can be reassigned to different non-unifying devices than the ones they came with).
That one is an auction, so I doubt it’s going to stay that cheap. FWIW, a lot of 59 recently sold for $250 + shipping.
I will say this: kudos to Logitech in allowing to reassign devices to receivers, as many other wireless peripheral manufacturers do not.

Well you can pair several devices with one receiver, so for those of us who have them already, this is a good buy…. I just don’t need anymore keyboards personally or I’d be on this.

No – it’ll only work with Logitech Unifying receivers.
