All you need is the key. While the Woot page says: “Installation is only possible when using a clean (blank) machine with no other prior version of Windows already installed”, that may be true if you use the DVD, but you can also download the setup files for Win10 or 11 from Microsoft, either creating a USB stick or downloading an ISO. You can then either boot to the USB stick & install fresh, or run setup while Windows is running to upgrade from 7 to 10/11 or 10 to 11. Microsoft sells OEM keys to manufacturers Extremely cheap – there are sites selling OEM keys [no media] for a 5th this price, but without Microsoft’s blessing. If you want to go strictly by the book this is a good price for a Pro license, though as on the Woot page, unlike the retail versions you cannot use the key on another PC/laptop if you upgrade devices or the motherboard. For most people the Home license is good enough, & the retail license that goes for about the same price [less on sale] can be reused on a new device.
