It most definitely is tea.
They take tea leaves and some edible flowers, and tie and wrap them into a ball. Drop the ball in hot water and it unfolds into a flower. 
I bought a similar set back in September. It came with 72 3-packs of the flowering tea. Each pod was good for three pots of tea. So basically it came with enough tea for 648 pots of tea.
Oh, and an expiration date three weeks from the delivery date. I only needed to drink 30 pots of tea every day to get through it before it expired.
Very disappointing. I’d recommend checking your expiration dates when you recieve your packages.
Woot, if you are going to sell food products you might want to disclose expiration dates.
You know the market for tea pots is like gas futures the price goes up if more than 2 persons want it.
