No. That’s indoor only. These are $99 on Ring.
Amazon was selling them certified refurbished for the same price last week. I don’t know how that correlates to “Used - Whatever”, though.
I bought two of these the last time they were for sale. They sent me the wrong size star bit for the screw on the bottom side that has to be removed in order to plug them in. If you order these, check to make sure you have the right size star bit for screw.

Can this camera be powered by a solar panel?
I think you can add this solar panel to the battery model.
Yes and you can get 3rd party AC adapters for the battery ones. According to the products I found on Amazon.
I’m waiting on the solar panel to show up on Woot! again. I just bought and installed the previous generation Stick Up Cam (battery) for $10 cheaper. Honestly, I would have gladly forked over the extra dime for the newer model but, whatever. 
Just got my 3 cams today. All in great condition and was able to add to my account with no problem. Even in the retail boxes! Good job, wootazon!
