Does “No Rot Base”, mean the same as “No Rust Base”?
I see a big band at the bottom that would be exposed to constant moisture. Not sure if entire base is plastic.
It is, and those bands are plastic zip ties.

Plastic bottom and zip tie band. I ordered one of these last time on Woot. I was missing two slats in customer service at Vegtrug was outstanding and immediately shipped replacement slats. 
I love my Vegtrug herb garden so much I used my TTHH coupon on one of these.
