I think it’s a glitch. If you look at any of the other woot sites, it’s still outlined in yellow.

If you click on kids woot and then go over to the right side of the screen and scoll over the woot! box, it shows the sales meter. This appears to be just a simple honest mistake by some tech nerd that may be bored at the home office.
Hopefully just a glitch - I had to re-log in when the TV came up. Maybe a fail-over?
If you switch over to another site (kids.woot.com for example) the Woot Icon and product still show as if in Woot-Off status.
My 2 cents is that it’s just a glitch and the woot-off is still going.
Edit: Or they are messing with the tracker Applications.
Home.woot still shows the main woot as being in woot-off mode (with this item showing), so I’m leaning toward it being a glitch and the woot-off still in process.
Edited to add: Dang it, hate when someone types the same thing faster than I do!
