What is a “functional zip fly”? As opposed to a non-functional one?

It depends if there’s a flood or not.
If there isn’t a flood then you could find the gate. If the flood is coming you might have to jump the fence.

Functional fly: opens so you can go through the gate
Non-functional fly: doesn’t open so you have to jump the fence
