What iOS does it have??
Not sure what it ships with but it can update to iPadOS 15.5

The iPad mini will upgrade as far as iPadOS 15.7 but not to 16. 16 requires iPad mini 5 or later.

The mini 4 will be good for at least one year, probably more, before it is unsupported though. Apple typically updates the current and two previous versions of iPadOS before they put it out to pasture.
