Midnight is the start of the day so 12/13 midnight is the start of Tuesday, 12/13.

You can exit the VOP after 4-5 minutes. Desktop should kick you out. App is a jerk and doesn’t kick you out.

No, it only shows up on the app. That text is probably just standard text about the VOP.
