As always, the question is: Does this watch have a functional blood oxygen sensor? The boiler plate Apple specs says it does.
Likely not if it’s received a Watch OS update.
OS updates don’t remove the functionality if the watch had the Oxygen sensor activated at the time of import. I’m still using a Apple Watch 7 that is running current WatchOS and it still does oxygen fine.

Probably depends on what you mean. If the battery completely stops functioning, as in it won’t turn on, then maybe?
But if the battery life just stinks cause the battery health is not good, most likely not. Check your battery health as soon as it arrives. If it’s lower than advertised (80%), please return it. Vendors need to be held to account for misrepresenting products.
Not sure how you plan on using your watch, but I’d be concerned with only 80%,. I recently received a watch with 79% battery life. In less than an hour, the battery was down to 87%. This was just sitting on my wrist, not using any functions. At that rate, it wouldn’t even last 8 hours. That was an Apple 5, so maybe the series 8 will be better but I’m not sure I’d bet on it.
I know currently working with a 4 series that has be charged during the day to make it through.
