This can operate on 220V AC at 50 Hz…?
Or only on 110 V AC.?

Welcome! I would have to find a more-complete specification for that answer - I can say that we almost never see 220VAC at 50Hz specified in the US (I work with medical devices, and while 50Hz is in our certs and specs, it isn’t that common in most places around the world).
I was a little boggled by the last graphic showing this unit as tall as the table and chairs on the patio - seemed like an egregious photoshop. But the specs here say it IS 29.5" tall… and holds 4.5 liters of water, using ~0.8 liters of water per hour, giving a “cooled sleep” runtime of ~5.625 hours (don’t know if that is adjustable)…
I have co-workers who very happily (enviably) use something similar on their desktops to keep cool.
Key word in description is “dry” - this only works when (and where) the humidity is already tolerable.

One warning, don’t use it in a room with ceiling fans. after a year, the evaporative cooler warped my ceiling fan blades!
