This GPU was a nice budget option for its time, but it’s now almost 6 years old and this is $100 higher than when it released. If this were $100 or lower, it would be a decent low end GPU purchase, but it’s insane at a $250 price point.
You can easily find RTX 3050’s on Amazon in the $160-$180 range, RX 6600’s in the $200 range and, if you’re actually willing to spend $250, the B580 which blows all of these other options out of the water.
ANY of these options are better than the 1650 Super.
ALL of them are better than the 1650 Super at $250.

Eh, Warehouse Cleanout and Open Box are run by a different person and pricing is based of the original price of the item when we last sold it.
For a dedicated gaming machine, intended to run modern games at higher resolutions, this is a very valid point and concern. But it also lacks and RT and ML capability, and it’s from 2019 or so, so it’s not targeted at the modern high end.
However, there are also a few use cases where this is perfectly adequate, like within a small home server, which needs only a small VRAM cache to help run networked video recording, or the NVENC encoder/decoder system for media server duties… Or perhaps the same general need inside a low-power, low-profile HTPC, which could also just be the streaming sync device for a more powerful gaming PC elsewhere in the house. There are many ways that this could be more than sufficient.
Just perhaps not so much with newer games 
… So, you’re right in that sense. But there are certainly other scenarios than that.
