It’s not clear from the description what this does; only that it has switches.
Is this a one-button mouse clicker? 3 button? Can it emulate keyboard keys? Is it a track-pad for mousing with one’s toe? It would be nice if it were but I can’t tell for sure.
No idea either. Their site didn’t help much. Just said “Whether you have analog or digital applications, both single and double foot control units are available with customized plugs to fit your every need.”

From the second link you gave, it seems pretty clear that this is designed for use with compatible dictation/transcription software and not much else, as a 3-button foot controller for audio playback (rewind, play, fast-forward).
Rose Mary Woods, Nixon’s loyal private secretary, was tasked with transcribing the tapes before they were turned over to prosecutors. Woods testified in front of a federal grand jury in 1974 that she was using a dictaphone, which had a pedal that would pause the recording when she lifted her foot off it, and she claimed she had erased part of the tape by mistake.
Looks like this thing is dangerous…
