Given that these are typically off-lease business class laptops, which tend to be Dell, HP, or Lenovo – I would say no. There’s definitely a chance of getting a Dell.

Last year I only paid $179.99 for one of these with similar minimum specs and it works for me for what I want to do with it. That said, these are not worth the current price on them, for less than 200, it would be OK.
You definitely don’t want a Lenovo. My work T480 overheated so much that it would throttle all the way down to 200MHz. Yes, a Core i7 8th gen running at Pentium III speeds.
Try eBay. You can usually get a better spec for less, and you can get a bunch of specs and photos upfront. Then again, if I’m buying a 5+ year old system, I usually choose Dell. I’ve never had an issue with an old Dell.
