Is not being satisfied when the laptop arrives a valid reason to return for a refund?
It would have been easier to just answer “yes” or “no.” After reading the return policy, I’m still not sure if the computer is eligible. For example, does it have a lithium battery and, therefore, is it ineligible?

I just got my laptop today.
I received a Dell Latitude 5520 with a 15.6 inch FHD display, an Intel Core i7-1185G7 quad-core, 32 GB of RAM, and a NVMe 512 GB SSD. It is loaded with Windows 11 and other then a small scratch on the bottom, seems completely new out of the box.
Comparable used units on eBay typically only have 16 GB of RAM and are in rough condition (scratches on the screen keyboard keys rubbed out) for around $250-275. Clean ones with 32 GB of RAM are around $500-750 depending on where you look. From Dell direct, a refurb of this model is $680 with 16 GB RAM.

I got a Lenovo Thinkpad X13 Gen 1 i5 10th gen with 16gb ram and a 256gb storage. Its touchscreen with a stylus. Goes for around the same price as the mystery deal. In fact you can find it for the same price on amazon right now. Curious what the lowest end specs are for the deal since this one is right at the cost point.
Based on the listing, the lowest end model would be:

These surely can be found at or below the deal price point - but it seems most of these had at least the specs of your model.
Majority of these look like off-lease machines. Interestingly enough, the Dell I received had its battery cycled only 4 times. Likely was unused sitting in an IT storage room the majority of its life.
Bro I bought 3 and they sent me the same low specs devices for the 3 of them. If I try to sell them they go for like $80. And for everyday use worthless. If you will sell mistery devices make sure the value matches what you are asking for.
